I am a landlord and have a question about my legal rights to be notified by the power company (SSVEC) before they shut off service because the Tennant did not pay their electric bill. The signed rental contract gives permission to the power company to notify me of a pending shut off. They have this agreement on file. It gets below freezing here and this puts our units at risk of having frozen or bursting water lines. Also the smoke detectors are disabled. I never want the utilities turned off on the apartments because of this. They just shut off the power for 10 days before I'm aware.

My father in law had a stroke in April of 2013 and has been unable to pay his credit card debts including a home equity line of credit through State Farm. He owns a home here here in Phx but has since been relocated to be with other family members in Napa, Ca. in a group home. He receives his usual SS benefits and a small pension of $120 per month, he is also getting his aid and attendance from the V.A. The problem is this, all of his benefits go to his care and he is unable to pay his credit card debts. Since he is no longer living here we are paying his house payment along with the State Farm home equity line of credit since that is like a second mortgage I believe. My question is how do we keep the house in the family and eliminate his credit card debt? which is probably around $20,000. The house doesn't have any equity in it or if it does, it's not much. Lived at Board and Care in Dolan Springs. The owner took my monthly check and deposited it in an account without my knowledge and she would not give me any information about what bank this account was in nor the number to the account. When I left her board and care in July she told my hospice RN that she would be closing this account. I have no way to find out if the account existed and if it did has she closed it by now.

I am the legal guardian of my two grandsons. Their mother (my daughter) is in prison. The father refuses to accept any responsibility saying they are not his children, even though he was married to my daughter when all three of the children were born. The Court has ordered him to have paternity testing, but he has refused to do so. I am 52 years old and need help supporting these children. Since their father refuses, and their mother is in prison, can I adopt these children and get any kind of aid for them?
