He's even contact the City of Mesa police to have a vehicle ticketed on the property. When attempted to discuss the issue with the board member he became VERY hostile by verbal comments and threats. What actions do we as a board need to take in order to remove him? And is there any legal recourse that we need to abide by?

We have been tenants of a mobile home park for 5 years. 4 years ago the park was sold to new owners. We have been paying lot rent, now the owners want to charge us as renters of the mobile also. They do not own the mobile it is in the name of the previous owners. I understand paying lot rent and have no issue with that but can they charge us rent on a mobile that they don't own?
