Does Arizona law allow any state authority to "commandeer" property of individuals or businesses in any "on the spot" manner, or do authorities have to obtain some type of court order?

I was just given a 5 day eviction notice saying, I didn't pay my rent. The notice statement included bed bug extermination, into my rent. I am also being charged a late fee and taxes added onto both extermination and my rent. I paid my rent on the 3rd, on time. Is it legal for them to evict me, by adding the bed bug extermination to my rent? It was in dispute, as was handled properly by myself. Continued bed bug infestation in building & complex. A few residents in my building also had them much worse, when I filed complaint

My 85 year old mother passed away suddenly on May 25. 2013. She had a lease and a security deposit of $200.00. The apartment complex has suddenly (after 3 months of attempting to get it returned after perfect walk through results) decided that I am not able to get any security deposit. Also, refuse to return my extra monies paid to stay for 14 days to remove my mother's items. I was assured that all of the money would be returned to me but now that they have a new owner, they state that they will not return any of the money that they agreed to return to me. AZ law states that they were to notify me within 14 days if any problems with refund with her security deposit or they have to pay double the amount back. Is this applicable in this case? I have continuously attempted to contact them regarding this issue and I finally got a bunch of passing the blame answers and this is three months late.

What can be done about children riding bikes and skateboards during the day while cussing in the parking lot? I feel this is a safety issue and it happens daily. Also we have put in 3 work orders for our windows not staying up for the last 3 years and I have the work orders saying fixed and they are not. I had a default divorce awhile back while I was away on active duty. My now ex told the judge that I made $100k/yr on active duty when my income was far less than half that amount of course. Modifying her and the court's secret divorce now is easy enough, but I'm in arrears for money I couldn't pay from the divorce up until my first modification. My employer has been deducting $20 from every employees paycheck every week stating we would get it back at the end of the year if there were no claims filed. It is a moving company and the employer carries insurance. It is past the end of the year and no one has received any of their money back. No one signed anything consenting these deductions either. Is what he is doing illegal and what should we do about it? Who do I need to contact?
