Question: I have more than $10k outstanding debt (student, loan, credit card, hospital bills, etc.) that I am unable to pay on my income(11,760) gross annually. What would be my best move to eliminate the debt, and restore credit.

Answer: The U.S. Bankruptcy Court has a self help center http://www.azb.uscourts.gov . Their website offers a great deal of information on what and how to utilize the Bankruptcy court. You may also check out www.azlawhelp.org/bankruptcy. There is a very good article with information on Bankruptcy there. You may want to speak with an attorney to see if you meet the criteria for bankruptcy.
