In the original lease, and verbally ever since then (even in March of this year) the landlord said we would not have to pay for the condition of the carpeting when we moved out because he was going to replace it. The carpet was not damaged, but needed deep cleaning. Now the landlord says we owe $400 over and above our security deposit. He lists $500 for carpet cleaning. Can he do this? What can we do? Thanks
