About 2 months ago, I trusted my car to someone I thought was a friend because they claimed to need transportation to their job. I have not seen my car since and this person broke off all communication. I have no idea where either this person or my car are. The police will not help because I gave this person the keys. They say it's a civil matter and to file a suit. How can a suit be filed if the whereabouts of the person are unknown. I need to know what my options are and want this person held accountable for stealing my car.

A large cactus in the backyard fell on September 1st; two days later the landlord acknowledged the fallen cactus. It is now October 13th and no one has come by for an estimate to remove it. They also never reimbursed us for the exterminators who camea few times when we first moved in. They have never acknowledged, and denied the issue of the bugs. Accident occurred on a private parking lot which cops would not respond to so there is no reports or documentation of either parties accounts an recollection leading up to accident. Insurance information was exchanged and both parties drove away upon learning no police report would be taken. Months following were an unstable time for me and incident slipped my mind. Until this week even I received a collection letter which to the best of my knowledge is a subrogation notice. With my brief research on this, it's my understanding that I've been deemed at fault. And the insurer of other party has issued a payment covering their damage. Which they are now seeking reimbursement through me. Can I dispute or appeal an how is this done? I firmly believe that the fault is that of the other driver or at least not solely of my own, based on design and layout of parkway's as well as location of impact and damage indicated on both vehicles.
