Question: I have a question concerning FBI federal background checks. Is it true that the state only reports arrests to the FBI if there are fingerprints? If I have a dismissed misdemeanor, which did not require my fingerprints or an arrest, will the record be sent to the FBI?
Answer:

Although a person is not fingerprinted, a conviction will likely appear during a National Crime Information Center (NCIC) check managed by the FBI. Records are not only maintained by fingerprints, and may include biographical information along with any photo that may have been taken.
