A landlord must comply with all building codes materially affecting health and safety. The landlord must also put and keep the premises in fit and habitable condition. A.R.S. 33-1324.A-B.
One of the conditions that materially affects the health and safety of residential rental dwelling units is an infestation of insects, vermin or rodents. A.R.S. 9-1303.1.(i)
