Question: can they charge me for the a/cthat they put on top of the house if it is there responsabilty as the landlord to provide a/c and heating
Answer: If your lease/rental agreement says the landlord pays for heating and cooling, you don't have to pay. If it doesn't say, you need to work out payment with the landlord or move if that's not possible. WHile the owner has the responsibility to provide heating and AC equipment, they don't have to pay for it unless that's what you agreed to.
