Question: a roommate borrowed money from me and that money was from my ssdi government money and now is refusing to pay me back what can I do
Answer: Since you did agree to loan your roommate the money the situation would not be considered theft. However, you could sue your roommate in small claims court for the money he owes you. To help your situation out it would be helpful if you have anything in writing from you and your roommate stating that you loaned him the money. That could be on paper, email, text, etc… If you could show a transaction of money from you to your roommate, that could also help. Maybe a bank statement or canceled check from you to him.
