Question: Is it a criminal offense for a person to demand money in return for signing off on the U.S. Department of State's form DS-3053, Statement of Consent?
Answer: I am not aware of any applicable criminal offense. It may be a violation of a family court order if there is one in place regarding custody and visitation for a minor children. The remedy most likely lies with the family court.
