Question: i want to know if i can make my mom a resident of the united states. she lived in the united states for 18 years,but just a year ago she decided to go back to mexico. can i still make her a resident of the united states if she is in another country?

Answer: To become a U.S. citizen, one must be a permanent resident of the United States. In other words, an individual has to  have a green card for at least five years. Also, after applying for naturalization, one must reside continuously in the United States until the naturalization process is complete. Thus, one cannot become a naturalized American citizen if they are currently in another country. Other necessities include knowing the language and history and being a person of upstanding moral character.
