Answer: It is difficult to say what the tenant’s best option(s) may be without knowing any of the details, including the nature of the repair/upgrade and the nature of the tenant’s rental agreement with the landlord. It may make sense for the tenant to speak with the landlord first, but the tenant also could always try contacting both. The key is to conduct all correspondence in writing and to keep careful records of everything. The tenant may also wish to speak with an attorney.
