Question: can charges be changed 3-4 times and each being signed by different judges, then filed, without any new evidence?
Answer: The short answer is...it depends. Based upon the fact that I do not know what you are charged with, it makes it difficut to answer and perhaps speculate as to why the charges were changed. It could be that you were charged with a more serious offense, but it was reduced and even the opposite could be true. There are some crimes that include more than possibly chargeable crime in the language of the law itself. For example, burglary of a residential home could be charged at various stages of the act with trespassing, criminal damage, and theft.
