Temporary workers have the right to be paid the state minimum wage for all hours worked and must be paid for overtime hours worked. Other benefits are available at the discretion of the employer. According to Arizona Revised Statutes §23-614, “A professional employer organization or a temporary services employer that contracts to supply a worker to perform services for a customer or client is the employer of the worker who performs the services. A customer or client who contracts with an individual or entity that is not a professional employer organization or a temporary services employer to engage a worker to perform services is the employer of the worker who performs the services.”
