Answer: Unfortunately, the police are not really bound by such an offer. Ethically, they should not make such an offer without intending to honor it, so you could file a complaint with police management. If you had an attorney with you, then your attorney could make sure that such an offer is legitimate and can be bound. Usually, an offer can only be enforced by a prosecutor and even then, sometimes a judge will overrride it (rare, but it can happen). If you had a recording or a witness that might help, too.
